We have ideas with only one member, but lots of comments and notes. The person who started the idea is the owner, and has now left our organization. Is there a way for an administrator to 'reassign' an idea, or include themselves as a team member?

Yes, below the list of team members, an administrator will see a link to "add a new team member." They could then add themselves or anyone else as a team member. And they could remove the person who is no longer with the company if they like.
